<title>New Projects Impacting Thai Real Estate Plans  Posted By: Tom Aikins</title>
<description>The Thai Highway Department plans to immediately develop 5 inter-city motorway routes within a 250 kilometer radius from Bangkok. 
1. The Bang Pa-In - Nakhon Sawan 
2. Ayutthaya - Saraburi - Nakhon Ratchasima
3. The City - Pong - Kanchanaburi 
4. The Nakhon Pathom - Samut Songkhram - Bangkok
5. The Pattaya City - Map Ta Phut
The project is expected to be completed in 2027 and the Highway Department expects to invest approximately 300,000 to 400,000 million baht. From consultations with the Ministry of Finance it is likely that Bang Pa-Saraburi - Nakhon Ratchasima distance of 199-kilometer route will be the first to be constructed, which may be carried out concurrently with the Chonburi - Pattaya - Map Ta Phut 89-kilometer route. However, the whole 5 lines need to be subsidized by the government with a 20% stake and 80% by private.

Fixing Mass Rail Transit blind spot at Makkasan station by providing access to all directions

<title>The Market For A Condominium In Bangkok  Posted By: Tom Aikins</title>
<description>The Bangkok condominium market showed consolidation in the first half of 2011 with healthy conditions overall, but there are warning signs of possible rising prices for construction materials, higher inflation and higher interest rates, according to Colliers International Thailand.
About 11,900 units were launched in the second quarter, a 9.6% rise on the previous quarter, representing a continuation of consolidation after a dramatic number of launches in the second half of 2010.
The launches were nearly evenly split between urban and suburban areas, with approximately 51% in urban Bangkok.
About 2,700 new units were completed and registered in the second quarter. The total existing supply for the whole of Bangkok was nearly 304,000 units.
More than 36,000 units are scheduled to be completed by the end of 2011, the highest since the economic crisis in 1997.
The average selling price in the inner city was the highest at more than 130,000 baht per square meter, more than 45% higher than the average in Bangkok. <description>The new property tax will focus on collection of tax from wealthy land owners including investors and politicians. At the same time property tax will help spread land ownership to lower income families due to higher taxation by letting out, selling, or government buy up at a lower rate.

Taxation of land plots and structures would include land plots without structure, land plots with structure, commercial structures and residential structures where all 30 million properties are currently are under valuation. Commercial and residential structure valuation in some location are completed and taxation divided in to three types 

1. Taxation of a general structure at not more than 0.5% 
2. Taxation of a residential unit without commercial usage at not more than 0.1% 
3. Agricultural use land at not more than 0.05% .

<description>Progress in preparing the draft regulations under the Thailand Condominium Act amended in 2009 with the purchase and sale agreement is almost completed and will be presented to the meeting of the Council of Ministers (Cabinet) in August 2011. The essence of the contract will be to declare the act as another measure to protect consumers, which requires that any project or condominium units which will be open to the public for sale must be certified or approved by the Environment Impact Assessment Committee (EIA) and must have a valid license for construction.

The framework of this contract will provide fairness for the buyer. Many previous condominium projects were sold or booked but without passing the EIA assessment first which meant that there were many legal cases being brought against developers.

The legislation drafting committee has now approved Condominium Act law. Preliminary determination of the initial height from three stories up and the height of the building will be based on the building control act which regulates the rules or details already. <description>The Ministry of Finance will present to the Cabinet in the next week legislation that will support low to moderate income people by allowing the Government Housing Bank (GHB) to issue 30-year loans with the first two years being interest free on properties that are priced at three million baht or less for first-time buyers. This policy is indicative of the government's plan to encourage people to buy their own housing which it feels will help solve social problems. Because the housing market at or below three million baht is a big market and the buyers are mostly middle class this represents a market share of about 70% of consumers.

Real estate entrepreneurs mostly agree with this policy because it helps consumers in an era where living costs have increased and rising interest rates are helping real estate industries. Operators with pending sales waiting to transfer in the market each year are worth over 2 billion baht

<description>Real estate activity in Bangkok market was vigorous in April with 41 new projects that will include 11,263 new units with a total value of 29,470 million baht. The new housing units are mostly condominiums with 5536 units (49%), followed by single family homes with 2879 units (26%), townhouses with 2364 units (21%). These new units are mainly located along the extension of the Purple Line. (Bang Sue - Bang Yai) and the Pink Line (Chaengwattana - Ramindra), the new mass transit underground train lines being developed by the MRT. 

Interms of the developers who are involved in these new projects, 70% of the units are from nine companies listed on the Stock Exchange of Thailand including Pruksa Real Estate PLC, Land  AND  House PLC, Lalin Property PLC, Major Development Plc, Asian Property Development PLC, LPN Development PLC, Sansiri PLC, Thanasiri Group PLC, Supalai PLC. Some of the mixed signals include increased demand and rising prices for residential development property in the central business district and a predicted drop in property values in the city and its suburbs this year. The demand has been centered on Wireless, Ploenchit, Sukhumvit, Rama I, Rajdamri and Sathorn roads, areas in the heart of the city.

And regardless of the overall situation, developers are moving ahead with over 200 condominium projects alone this year and the extensions of the Mass Rapid Transit underground train and the Bangkok Transit System Skytrain are providing new prime areas for expansion in the inner city. Significant amounts of land have already been acquired by developers in these areas and more acquisitions are expected.
