Link quantity is also important and some keywords are going to require more links than others. Some keywords may not be feasibly reachable and will not be worth going after.

The best SEO link building strategy is to go after as many high quality links as you can. Look for guest blogging opportunities where you can leave an article on their website with your links somewhere in your text. Then build a few links to this page over time for this page to gain PR which will also push the most amount of link juice back to your own site.
