The Responsible Service of Alcohol (RSA) course is a nationally recognised unit of competency called Provide Responsible Service of Alcohol (SITHFAB009A). It teaches staff involved in the sale and service of alcohol how to:

• Responsibly prepare alcohol
• Responsibly serve alcohol
• Assist customers who are adversely impacted by their consumption
• Encourage responsible drinking among customers
• And when it is appropriate to refuse someone service

Valuable tools of the trade, disseminating safe practice and best practice for all staff who are employed in the liquor industry. While it is a mandatory qualification for all staff employed in the industry in Queensland, New South Wales, the ACT, Victoria, Tasmania, Western Australia, the NT and for managers and supervisors of licensed venues in South Australia - it's an important step in the creation of a safer 'drinking culture' Australia-wide. Liquor governing bodies have said that this is precisely why they introduced the mandatory RSA training for all staff.

The Provide Responsible Service of Alcohol (SITHFAB009A) unit of competency is delivered by Registered Training Organisations (RTOs). State and territory liquor authorities accredit RTOs to deliver the RSA training. Because there are different authorities in each state and territory there are slightly different RSA requirements - for instance, as mentioned earlier, in South Australia managers and supervisors of licensed venues, not all staff, need to obtain an RSA qualification.

These liquor authorities maintain a public register of RTOs that they have accredited to deliver the RSA certificate in their region. They also provide detailed instruction of what you need to do to have a valid RSA qualification in their jurisdiction.

In Queensland it is the Office of Liquor Gaming and Racing (OLGR), in New South Wales it is the Liquor and Gaming Control Authority (CLGCA), in the Australian Capital Territory it is the Office of Regulatory Services (ORS), in Victoria it is the Director of Liquor Licensing, in Tasmania it is the Commissioner for Licensing, in South Australia it is the Office of the Liquor and Gambling Commissioner (OLGC), in Western Australia it is the Department of Racing Gaming and Liquor (DRGL) and the Northern Territory it is the Licensing Regulation and Alcohol Strategy (LRAS).

Queensland, New South Wales, the ACT and Tasmania all require that to be valid in QLD, NSW, ACT and Tasmania the RSA certificate be issued by an RTO that has been specifically accredited by OLGR, CLGCA, ORS and the Commissioner for Licensing, respectively. RTOs operating in these states and territories need to have this liquor authority accreditation before they're able to provide you with a QLD RSA certificate, NSW RSA certificate, ACT RSA certificate or Tasmanian RSA certificate.
