The Responsible Service of Alcohol (RSA) certificate is mandatory in Australia. Whats required for the RSA training and subsequent certificate varies from state to state, wherever you are in the country. Every state and territory has its own liquor authority. Every liquor governing body has slightly different RSA requirements.

In Queensland your RSA training and the certificate need to come from a Registered Training Organisation (RTO) that has been accredited by the States Office of Liquor Gaming and Racing (OLGR). Otherwise the RTO is unable to provide the QLD RSA certificate and your RSA training wont be valid in Queensland.

In New South Wales your RSA course needs to be through an RTO that has been approved by the Casino Liquor and Gaming Control Authority. In New South Wales security staff, bar staff, managers and everybody in between need to have their RSA certificate.

In the Australian Capital Territory the nationally accredited unit Provide Responsible Service of Alcohol needs to be completed by all staff selling or serving alcohol. The unit needs to be provided by an RTO that has been authorised to do so in the ACT by the Commissioner for Fair Trading.

In Victoria you can do an in person course that has been approved by the Director of Liquor Licensing, or complete an online version of the Provide Responsible Service of Alcohol through an RTO authorised in any Australian state or territory and the Directors free, online Victorian-relevant refresher course. Both of which are accepted RSA qualifications in Victoria.

In Tasmania the unit Provide Responsible Service of Alcohol must be completed through an RTO that has been approved by the Commissioner for Licensing, Licensing Board and Tasmanian Gaming Commission.

In South Australia managers and supervisors only need to be an Approved Responsible Person. Part of the application process also requires completion of the Provide Responsible Service of Alcohol unit, this can be completed in any state or territory. The rest of the application process requires providing personal information and applying through the licensee.

In Western Australia the Provide Responsible Service of Alcohol unit must also be completed, the Statement of Attainment you receive for finishing the unit counts as an RSA qualification. This is according to the States Liquor Control Act.

In the Northern Territory the Licensing Regulation and Alcohol Strategy (LRAS) also require that all staff involved in the sale or service of alcohol complete the Provide Responsible Service of Alcohol unit of competency. This qualification can be obtained in any Australian state or territory and be valid in NT.

The LRAS, WAs Liquor Control Act, SAs Liquor Control Act, Tasmanias Commissioner for Licensing, Victorias Director of Liquor Licensing, ACTs Fair Trading Commissioner, NSWs Casino Liquor and Gaming Control Authority and QLDs Office of Liquor Gaming and Racing all keep an online, freely accessible register of RTOs that they have accredited.
