It is possible to purchase property at any stages of building process. The earlier you buy, the less it costs. But early purchase is rather dangerous due to the risk of this building will never be finished. In most European countries it is nonsense, but for Eastern Europe, and Ukraine specifically it is quiet popular way of fraud.

For the time being Kiev is planning to build a new residential district as a part of preparing to Euro 2012.
