Many outputs from the marine areas cannot be expressed in monetary terms so market value of these resources varies. There must be some planning regarding what and how much output from marine and coastal areas has to be produced over time and space.

A significant portion of marine renewable energy meets the share of worlds energy aspiration. However, producing marine energy imposes several challenges in terms of survivability, economics, and reliability of the system. The production of offshore wind energy has made rapid progress and engineers are now planning to extend this project at a commercial level. The strategic framework of marine renewable energy production has investigated the potential of the resources available to produce marine energy. RPS Group has undertaken this project in three phases with the preliminary journalism reviews, data congregation, stakeholder meeting and GIS mapping. Stage 2 was conducted chiefly in 2009-2010 and implicated a number of distinct reports, each aimed at escalating the knowledge base for a number of key information gaps in Welsh TWs recognized as part of Stage 1.
