How To Build Effective Welfare System In China

As is well known, with the development of economy and the improvement of peoples living standard, some developed or developing countries have set good examples for us to follow as to how to build effective welfare systems. There is no doubt that Netherlands may be one country we can follow, because in any aspect such as immigrant aspects, employment respects, what is more at schools education, this country has a mature system to guarantee the welfare of people. Thus, now it is high time that we should take measure to build our own effective welfare system. In this way, not only we follow suit the Netherlands but also we should take our own practical situation into consideration. My opinions can be listed as follows in four parts.
Firstly, although it is widely held that any problem can be solved from many different aspects. There are more ways to kill a dog than hanging. But I think the first and foremost step is to strengthen the governments driving force. To build effective welfare, the high-welfare policy is important for social stability and retirement pension system also gives some subsidies to the poorest people. The policy makes should take proper measures basing on the practical conditions of China.
Secondly, as to the society, since to build a good welfare system demands large amount of funds, thus social stability and economic development are playing important roles to provide effective protection. For example, the unemployment is an issue we should value because it will affect the quality of life of many families. We will spare no effort to reduce the unemployment rate, and try to develop peoples skills to follow the economic development.
Thirdly, the government should pay attention to education quality, rather than only recruit many students and receive their tuition and attach less importance to their study ability. It is the responsibility for the college to nurture students and teach them to adapt to the future development of their career. Therefore school should reduce the tuition, because many families could not afford the fee, and meanwhile it should improve the education quality and add more lively or practical courses.
Finally, in order to avoid unemployment, each individual should enhance the level of education and personal quality and learn more knowledge to adapt to the society and own work chance. Opportunities are always offered to people who have got well prepared for them.
In a word, I think both government and ordinary citizens should play their parts. They can contribute greatly effort to country. Only in this way can we build an effective welfare system.
