4)The layers that you create should be up to the point. Do not overlap it one after the other. This way you would be forcing your users to read your messages. It would be a better approach to persuade the users than to force them.
5)As far as possible avoid using pop up windows. This is one of the most annoying things that most users come across when browsing your site. It tends to distract the mind and we as a user tend to miss out important information. Instead of using pop up windows, it is best to place important information on the website.
