If a plumbing information website is giving a link to a plumbing contractor's website that is a relevant and powerful link. If that same link was coming from a carpet cleaning webpage, it would not be as relevant and therefore not as powerful. The search engines can determine what a webpage is about from title tags, sub titles, and content so they know if one webpage is relevant to another.

The actually link itself also needs to be relevant, meaning that the keyword phrase that is the actually link, should be a word or phrase of words that has something to do with plumbing in terms of the previous example. The clickable part of the link should be a keyword that is popular for that topic such as "plumbing company" or "plumbing supplies" as an example.
