A tenant could however be held responsible or pest control at the end of the lease, if the premises were free from pests at the start of the lease and they have had pets inside. The resulting fleas infestation would be his fault and therefore he would most likely have to do pest control on leaving. The best idea would be to have this matter clearly understood before tenants sign the lease.
