There are various agencies with the collection and dissemination of school education. Nationally, there are three agencies that collect statistics on education, on a regular basis. They are: (a) planning, monitoring, and the Statistical Office, Ministry of Education, MHRD annual basis to all sectors of education, (b) Commission of university scholarships for higher education, and (c) of the National Council for Educational Research and Training (NCERT), through surveys of school education. In addition, agencies that collect information from households. Census of India publications, provides information on educational attainment of the population and age-grading training for children aged 5-14 years.
In addition, the National Sample Survey (NSSO), International Institute of Population Sciences (IIPS) and the National Council of Applied Economic Research (NCAER) to collect statistics on the variables of education at by household surveys.
Barring Census of India, most of the other agencies generate data with State/UT as a basic unit of consolidation but hardly any data is disseminated at the district level. Only in case of the MHRD, selected district level information was also disseminated on quinquennial basis for a short period. The UGC compiles data according to university area, whereas NCERT collects data at the district level but releases only state-specific information. The latest sixth survey was conducted in 1993 with September 30 as its date of reference. The dissemination of district-specific survey data is left to the discretion of the states. All the states do not bring out publications that contain district-specific data. The Directorate of Education, Bureau of Economics and Statistics, Directorate of Economics etc. in a State/UT also brings out statistical abstracts and other publications but the data that they disseminate is not uniform and the year also varies from state to state. Thus, it can safely be concluded that proper mechanism for dissemination of district-specific information is not in existence in most part of the country.
Isolated attempts were made to develop the education system for information management, which aims to collect and disseminate information about the district including the District Primary Education Programme (DPEP) is the most visible. One of the main objectives of the recently launched the SSA is to develop the management of education system information, data collection forms were developed and the infrastructure created at the district office level of District Project Co-ordinator. Barring a few numeric indicators, most of the indicators required for efficient planning at the district level is now available through the DISE. The number of schools, enrolment, teachers, pupil-teacher ratio, literacy rates etc. is available over a period of time. however, district-wise information is not available from the MHRD sources. But information on school education is available from the All-India Educational Surveys but the same is not properly disseminated and it is latest available for 2002-03..
The calculation of many indicators have identified the age of the population usually is not readily available at district level and to do exercises proposed population projection starts. Although the raw data is available, it is easy to calculate the indicators, especially when the number of districts is over 600. Because of DPEP and SSA interventions, awareness of indicators and their use in the planning of primary education has improved significantly in recent years. He is happy that all districts across the country and annual primary education plans, which are mainly based on DISE data.
