De-thatch by aerating or using a verticutter. Overgrowing thatch provides a home for many pests and disease; de-thatch accordingly. It is good to manually de-thatch if it is less than an inch, otherwise you should use a power de-thatcher. Use fertilizer after a good, thorough de-thatching process.
