The links should be large enough to release quickly but small enough not to pinch the skin around the neck. Choke chains must be put on properly, so that they release the pressure as soon as the dog is corrected. Also available are choke collars, which are generally cloth or nylon with a two ring and a sliding chain system. The choke collar is only tight if the leash is being pulled, and cannot be used to choke an animal, thus narrowing the margin for error.
