When these are readily available it is usually a good indication that the car has been well taken care of. It can also be a good signal that there have not been any extensive repairs done to it that could be worrisome. You should also check to see if the car has passed state safety inspections as well as emissions test if those are applicable. You dont want to have to incur the expense of bring these up to date if they are not already.
