Boat Bought With Fines Used By Noaa For Personal Beer And Barbecue Parties Of Non-officials

Senator Brown on the floor of the Senate charged the National Oceanic and Atmospheric Administration for misusing a boat for personal pleasure trips. The boat had been bought with fines collected from fishermen. Brown came across the facts from a review of the Inspector General of the Commerce Department by invoking the Freedom of Information Act.

The police of NOAA are empowered to implement the complicated laws pertaining to fisheries in the country. It for instance regulates what gear can be used by fishermen for fishing and where they are to use it.

The boat had been bought in 2008. The purpose was to use to see that boats engaged in watching whales did not transgress federal laws by moving in close to the whales; a minimum distance of 100 yards had to be maintained.

The boat can hold 14 persons. It has a luxurious interior with a flat-screen television etc.

According to the report the boat was launched in 2008 June from Seattle. An agent of NOAA accompanied by his wife and friend took the boat to an eatery in Bremerton although the law stipulated that no non-federal individual could board the boat.

Again on 5th August this agent and his friends went to dine at Gig Harbor eatery and then he and his wife got stranded a couple of days later at Puget Sound because of fuel shortage while heading for another eatery. During the trip to Gig Harbor all of them drank beer. One passenger described it as "every bit a pleasure cruise". He added he had never been abroad so fast a boat.

The boat was used by the agents when it was anchored at Elliott Bay Marina for hosting two barbecue feasts together with his wife.

This agent justified the sojourns to the restaurants. He said he required in "break in" the boat and develop his docking skills. He did not think that such trips needed to be reported; he was under the impression that he and his wife had the necessary permission to do what they were doing.

The investigators noted that that the boat had operated nine patrol duties since the time of purchase. The vessel had developed many problems pertaining to maintenance.

Since it has not met federal purchasing guidelines the boat is currently not in use. Plans are for offering it to other agencies of the government and if there are no takers it would be put up for sale.
