If you can say no to both question then its a no go. You see, good leveling spots wont waste lots of your time by travelling. Remember this is because time is the most important thing when you want to level fast.

Also, a good leveling spot should have plenty of quests so that you can level up a couple of levels in this place. If not, try to find an other place to level in.
